In June 2026 the UAE created a federal Artificial Intelligence and Data Authority, chaired by Omar Sultan Al Olama, which absorbed the UAE Data Office, so expect more AI-specific guidance. Arabic-first models from UAE labs also keep improving: the Technology Innovation Institute released Falcon-H1 Arabic in January 2026 and Falcon-Emirati in October 2026, and Inception, MBZUAI, and Cerebras released Jais 2, a 70-billion-parameter open-weight Arabic model, in December 2025. A strong vendor should be able to tell you whether one of these beats a global model for your Arabic use case.

In practice, if you sell to Dubai government entities, ask each vendor for its Dubai AI Seal tier and serial number. If you operate in the DIFC, ask how the vendor will support Regulation 10 notices and certification. For health apps, budget for independent validation before launch.
